I see nothing on these to suggest that they are authorized or issued by the US Postal Service. As a matter of fact, under the small picture on the right-hand side of the face, it appears to say "Copyright 2002 American Art Classics Inc".
Looks like an interesting novelty, but the description is misleading.

Don't have one, and why would I? At least three times in the description he refers to then as novelties and the name of his company implies that he deals in novelties.
