I think the extra bag marks may be due to extra handling during the colourization process - colourized Canadian (note: since it's only Commonwealth nations who have done this, let's keep the "u" in) quarters are fairly scarce in really nice condition. Yours is simply the paint falling off the coin and NOT an error. When these first came out you could only get them in a wee mint baggie of 5 coins.
