These coins are pad printed. Not all of the ink was transferred with this example.
Could have been a tiny spot of oil or grease on the coin to prevent the ink from sticking to the metal surface.

Actually, I am not quite sure if the colouring substance could be called 'ink' or 'paint', with colourised coins.

You might find the fleck of purple missing was left in the mint bag or is floating in your pocket!
Here's a rogue fleck on a coin pulled from a security bag.

Whilst I'm not sure of the exact printing process these are not pad printed.

I removed the Paint from one of these coins Just to see if it could be done
The area under the paint has a "Machined" look to it, Probably designed to assist with making the paint stick.
Being a nice symmetrical design I imagine the coin only has to be centred and not orientated as well when the paint is applied.
I haven't checked to see if there is any difference in the alignment of the stripes on different coins to verify this theory yet.

Here is a scan of a "Naked" coin

Interesting.
I would have assumed that the planchet would have been pickled prior to striking, to allow the paint or ink, or whatever you may wish to call it, can stick to the metal surface. From the image provided, that does not appear to be the case.

that the planchet appears to have been machined in the area to be coloured, prior to strike.

All adds to the cost of production, but I would think that it will still cost well less than $2 to produce.
The Mint wouldn't have bothered with colourised coins unless there would have been a profit in it, ya know.

At least everyone that has a look at the "Naked" coin wont be fooled by the "Shonkyites" out there in eBayland

That was the main reason I stripped the colour off this coin :)
