I think it is either PMD or environmental damage

i go with lamination,or maybe grease .1981 had a lot lot of weak,lamination,grease errors,,

What is the weight of the coin? If the weight is within specifications, then Struck Through Grease is a likely candidate...

I would say Struck Through Grease on the obverse and counting/rolling machine damage on the reverse

The pattern looks like stuck through grease.

Not sure. Both sections of the OBV look like the rim has also been affected by the anomaly. This leads me to believe it could be PMD. With that being said...I have a US cent that has a large struck through area that also affects a large section of its rim that was identified by Mike Diamond as a Major Struck Through. It does not appear to be a planchet flaw or lamination.

The REV looks like damage from a coin counter or auto wrapper.
