Here's a breakdown of the Sheldon and URS rarity scales. These are meant to be applicable to any coin variety.

There isn't one comprehensive list. You would have to check out the standard references for each series.

The RedBook is the best place for you to start. It shows pictures for many varieties which also can have a rarity factor so buy a copy. The rarity factor is not listed there but you can look that up after you find the coin series of interest. Go to your local coin store with book and ask them to show you examples in person.

Yeah, I'm basically just looking for a list of Proof Three Cent Nickels with rarity numbers, especially for the variety vs. nonvariety number.

Have you looked at Breen's encyclopedia of proofs? (online!)

If you have a subscription to PCGS Coinfacts they provide the rarity numbers. If you have a smartphone they have an app that gives this information as well. You do have to view each coin individually but it wouldn't take long to enter the information into an Excel sheet for your own use.

Here's an example for 1881 3CN (Proof)

This page explains what each R number represents:

In my opinion it looks like they have struggled to create a new rarity scale evne less useful than the "Universal Rarity Scale"
