1980 1 Cent.. PMD Or Mint Error

I found this coin while CRH a while back. My first thought was a hammer job but while looking closer I am not sure.
Running along the edge of the reverse is Elizabeth stamped twice, it is indented.. along the edge of the obverse it has rotational marks and appears to have 3 rims.

Now in order to punch Elizabeth on the side the way it is presenting, a coin would have had to lay flat over the entire coin and it shows no damage to anywhere else on the reverse. and then how would that explain the obverse being damaged...

Any explanations would be appreciated...

My first response is vise job.. but maybe not. It could have been partially stuck in a rolling machine.
