I think this is a French medallion, but more precise ID please.

It shows a helmeted female with sword in hand pointing left and on the rev an uninscribed scroll over a field of oak leaves.

It's about 27 mm diameter, made of bronze, edge plain.

There are so many things this could be. This type is often seen as a Governmental Long Service award, although the branch of Govt. is usually part of the medal.
Ditto agricultural or cultural awards. The smaller size and lack of space for much engraving seems to indicate a general purpose medal, most likely state issued.
