To me, it seems to be very, very crudely attempting to imitate an Ottoman coin, but it was clearly made by someone who wasn't even trying to get the details right.
What it reminds me of most is this piece, which we've seen on the forum a couple of times. Unfortunately, we don't really know what those are, either.
