I think that's just part of the helmet. Well not too many helmeted left facing bust with VOT XX, MVLT XXX, if it is a helmet I'm seeing. It does really look like him, but it could be Constantine.

It was something about the "earring", the long locks of hair, too long even for Constantius II or Constans, plus what seems to be a sceptre being held over the right shoulder, made me think of that rarer type of "City Commemorative" that has the "VOT X X MVLT X X X" reverse.
