It's early Islamic. Rotate the bottom picture 90 degrees clockwise and the Arabic script will be right way up. But I'm not sure when and where it was issued, nor what the top picture is supposed to be depicting. I'm thinking it might be a "horseman" jital from the Afghanistan/Pakistan/India region, but I'm not sure.
