I'd say it's been buried and possibly found by a detector user.

If you are asking if it is struck on the wrong planchet, no. I agree with buried and/or left in contact with something that it did not like.

Looks like a metal detector find or maybe an ashtray find,environmental damage.If you were thinking it was missing the clad layer it isn't.It's a spender.
