It is claiming to be a denarius of empress Magnia Urbica, wife of emperor Carinus, reverse type PVDICITIA AVG. If genuine, yes, it would be rather rare, although I do not believe this particular coin is genuine.

I am guessing a bit here, but it seems to me to be a jewelry copy, made in perhaps the 17th or 18th century.
The hole is probably contemporary with it's manufacture.
