I was too late for editing the right answer to this question, so I shouldn"t mention that the Wakaguru was a independant tribe in nowadays Tanzania, by the time that it was Colonial property of Germany. Easy question, though...

Well all 4 Hints weren't in place at first. They were slowly added one at a time to give small clues.
