Recently I just came across this ten dollar bill and am curious as to why half of it is missing the reddish yellow color ink and has a blue seal. Can someone please help me identify the cause of this?

Checmicals...acid, bleach, acetone or something else was spilled or placed on that half for some reason only the person who did knows why
