Hanging 3 And Hanging 2 For 1963 And 1962 Pennies

I have looked at a lot of pennies and I can see that the 1963 and 1962 pennies have the hanging variety.

I was wondering, at what point is it a Hanging 2 or 3 I have seen pennies with just a curl over the number and some that carry on up to the maple leaf that is on the left side.

are they all hanging 2's and 3's or does it only count when it carries all the way up to the maple leaf?

I count them all as hangers, but I will mark on the 2x2 weak, medium or strong. hope this helps.

Thanks for the answer, I have even been marking the tubes Full hanger, partial hanger and small hanger. I really appreciate the answer
