So I got some ATB Quarters 2010-2012 P&D and they came wrapped in paper and they weren't even in flips of some sort! I e-mailed the seller before buying and he said he hasn't had any complaints and he has really sold a lot of these. So I figured it might be safe. Guess I was wrong. Seems many coin sellers are cutting too many corners. :/
Sounds like the same seller I got a few modern US coins from. They came in a currency envelope and were wrapped in a folded sheet of plain white paper with staples separating the coins. We have a mail slot in our door and they went "clunk" when they landed.
