I have a 1986 D penny with two dots above the D. Can anyone give me some input as to if this is a known error coin.

i doubt that anyone can offer an opinion without images. since you are in California - you are probably referring to a U.S. cent. 1986 is a zinc coin, and you probably have a gas bubble - or even zinc rot. however it is nearly impossible to say - without images.
