I can't tell, the inner circles look round to me and the serifs are somewhat bulbous.

I would say it is a type 1. I have included a link with all of the San Francisco Mintmark Styles. Scroll to the bottom of the page and in my opinion it matches up with the 2nd image from the right.

Most mint mark varieties are listed in the back of the Cherry Pickers Guide (volume I) for a quick reference as well.
