So... that's probably Dutch for "Common Gasworks, Zutphen".

Apparently this is something of a genre:

Does anyone know more about Dutch gas tokens?

OK... thinking about how gas is measured, "13M" must be 1m^3: one cubic meter.

I have one of the Schiedam types.

I recall reading or hearing somewhere hat they were required by law to make the tokens notched or grooved, to make them less resemble Dutch coinage.

They apparently mostly date to the pre-WWII period. Zinc tokens date from the German occupation period.
