Hi..Is this normal for the 1953 quarters...The denticles seem to be floating and not attached to the rim...See picture below.

Quite normal for '53NSF quarters,a carryover from the GeoVI series,usually more prominent on the reverse.
"Dipping" is not considered cleaning...
