Mis-Aligned Serial Numbers

HI. I don't know anything about paper money (except that the ones in my wallet disappear real fast) and am curious about this bill that I've had sitting on my desk for the past year.

Note the "9" in the serial number on the left. Is this a common thing or a somewhat rare occurrence? Is it worthwhile for me to save it or spend it?

My understanding is that anything less than 25% misalignment is not considered significant enough to command a premium.

the "green" ink is usually constant, but I agree, it doesn't seem to be significant enough to merit a premium.

I used to see bills with the green seal and the serial numbers EXTREMELY high or low, and those had mediocre attention.
This seal is down just a weeeee bit, but honestly, to me, not enough to matter.

I feel like the general consensus with these types of errors is that they are not worth a premium unless part of another number on the same dial is visible (i.e. the top of one number and the bottom of another number are both visible).
