I've got a good 15 rolls of the '09 "formative years" cent that are all in the original rolls. They came in through my work when they were new, and are probably eventually headed for
ebay. If the coins are in the original roll (specifically the "shotgun" style that cannot be opened and re-closed), there is a good chance that your roll is unsearched. Likewise, you have a slight chance at legitimate unsearched coins when buying wheat cents "by the pound". Your odds of an 09-s VDB or 22 plain are slim, but you might get some coins that are from the teens or in good condition.
Nobody in their right mind would EVER sell an unsearched roll with silver, gold, or exceptionally rare coins for enders.
