I think he may be Russian? A Romanov?

The reverse legend Latin is abbreviated and creatively spelled. In full, it would read Aquila Electa Juste Omnia Vincit, "the chosen eagle vanquishes all by right." This is an "initial motto," or "riddle motto," as the first letters of each word spell out A E I O U. A bit of German cleverness that's been a motto of Holy Roman Emperors since Frederick III. Which fits with the title of the Charles (CAROLVS) of the obverse legend: Romanorum Imperator, or Holy Roman Emperor.

So I was reading too much into the Two headed Eagle on the reverse as a symbol of Russia? Thought maybe the jeton was referring to Charles Frederick, father of Peter III. Latin 1 in 9th grade was not enough..... I can conjugate agricola though....

The reverse looks like chickens trying to use toothpicks. Pretty tough without teeth...
