My gut feeling says that it IS PMD unfortunately.
But NOT all bad news.
The disturbance seen here could have been indeed been induced by a minor lamination planchet flaw at this point.
I think that what has happened, is that a small amount of gunk may have fallen on the strip when it was rolled, and it only needed the slightest of bumps in circulation to produce what is seen here.
