going through some pennies today and found a nice dbl that's totally uniform down the front. It was in a batch of circ's I have. Is this a common error for 98's?

Yes, that error is fairly common in the 1997, 1998, and 1999 cents. You can also find strong doubling and weak doubling varieties of this error, and in some cases doubling down the back, on the bottom, and across the top of the queen as well. Yours looks like a strong doubling to me. Nice find!
