Okay, I'll try to make sense here...

I have two ebay accounts, buy and sell. I also have two PayPal accounts, one for each ebay account. Each account also has its own respective email.

Can I use my seller PayPal account to pay for purchases made with my ebay buyer account?

And a secondary question.

Can I transfer money from one PayPal account to the other without incurring PayPal fees?

You can pay with either Paypal account for either ebay account. You can send money between the two accounts easily, but money coming into a business Paypal account will always incur fees, even if the source is your other Paypal account. I set up a personal Paypal account for buying and use our business account for selling. That way, as money comes into our business account, I can move it to my personal account and use that account to pay from. Since my buying account is a personal account, there are no fees.
