The value will be affected by the condition of the money itself. A crisp new looking bill will bring a premium. Bills with creases, stains and markings may lower its value.
If you have to bring it somewhere to be appraised, tell them in advance the story, and then add in that since it has been in the family for so long, its going to remain there. That way a true value assessment can be seen. That way a less than ethical dealer, vendor or appraiser will assume they have little chance at getting the bill off of you real cheap.
If you can provide a picture of the Bill in question, a full clear photo of the front and back, the Paper Money experts here will more than likely require that to give you a general idea what the bill is worth.
Well, it is worth at least a thousand dollars. Thousand dollar bills command a small or large premium, depending on the condition. Yours has folds, tears and stains. Not in poor condition, but not in kind of condition that commands higher premiums.
The autograph has historical value, as MS Morton was the first and only African American Treasurer.
The bill looks to be a VF30 (the tear might take away from that a little ) , unfortunately, without authentication or some sort of provenance , the signature is just writing on the bill to a collector. A few things can affect the value, such as the Federal Reserve Bank that issued the bill, (yours is Kansas City) and the seal color (yours appears to be the more sought after light green seal) but most of these price premiums affect higher graded bills.
I have seen these go for (aside from the autograph ) $1200-$1500 at auctions
