I have no clue but I'd like to widen the search, the Alvarez side has what seems to be a "Fleur de Lis" most often associated with France.
On the back the "10 CS" is most likely 10 cents, I have to wonder if it might mean Confederate States of America, which is usually abriveated as CSA but USA shortens to US.
This may have muddied the waters and I'm sure someone will be along in no time to tell you exactly what it is... , or maybe not
Unfortunately you will find Alvarez token in El Salvador,Nicaragua, Chile and most other Latin american countries. Has anyone checked Rulau? I don't have a copy, but it's next on my want list.
