1985 Kennedy, Whats Wrong With This One?

I picked up a bunch of Canadian silvers and in the mix was a few 80's U.S. Halves. This one has no finish at all and it's non circ as well. As you can see on the 1 of the date it was lightly struck too. Care to enlighten me lol, thanks for your replies. Was this coin available in a non polished or matte finish? Jon

Pics are a little small, so I cannot completely rule out a weakly struck coin, but I suspect it is case of a coin being struck though a grease filled obverse die. Mint luster would be lacking in the fields and instead you'd see planchet lines.

ty jcuve, yes there is zero lustre on both ob and re with as you mentioned parallel lines throughout the whole coin. Ty for replying, Jon.
