This is a 1935 Wheat cent its smaller than any Wheat cent I've seen.

Looks like someone cut the rim, but I could be wrong.

Someone cut or sanded it down. Maybe for fun or to try and make it the same size as a dime.

Then my next question is if someone had cut it do you think the rim would remain smooth? I'm gonna try and take better pictures because I could be wrong but I don't believe it has been cut by someone. Thanks for your help

It could have been cut in 1935 and after 79 years just been worn smooth.

Back in the forty's & fifty's kid would grind down the edges on the pavement or use a grinder,even acid dip them to shrink them in size so they would work in a ten cent vending machine.Thats a pretty good return on your money as a kid back then.

As well as the sixties & early seventies....been there, done that...it does get hot on the fingers
