Cent is on the edge near the l what appears to be another l. I dont know if can see in the picture.

Seems like maybe a grease/oil strike, do you have a scale, if it is less than 2.5g then maybe be a planchet issue. try it in a stack of other cents, two stacks if one is slightly shorter then the other then it might be planchet.

The 12 o'clock area on cents is always weakly struck.

I would think a Struck Through Grease Filled Dies. Slight chance it was weakly struck - with such subtleties Mike Diamond would be better suited to make the call. Is the coin normal weight? With so little missing, no matter the cause, it likely carries little to no premium.
