Salus Reipublicae. Almost certainly this type.
I'm not sure if I could guess the emperor by the remaining legend, but if I had to I'd say Arcadius.

I think I found the second one

Valens (Eastern Emperor)
Obverse: D N VALEN-S P F AVG - Diademed bust right, draped and cuirassed.

Reverse: SECVRITAS REIPVBLICAE - Victory advancing left, holding wreath and palm. RIC 10b

Mint: Possibly Heraclea SMHA

Pretty close - the reverse is SECVRITAS REPIVBLICAE, but the emperor isn't Valens, its Valentinian. You can tell because of how long the legend is.

The mint is SMNB or SMHB - by design, id guess nicomedia, but I couldnt be sure from the pictures.
