I have two 5 dollar bills, both 2006 dated. But they both have different signatures for Secretary of Treasusury. Is this coomon and the way it's supposed to be, or is it a possible error?

It appears that it is possible for the year 2006 to have two different Secretaries of the treasury signatures,, half way through the year a new secretary was installed .
