I like that set. I would not mind if they added the three standard P-D-S clad coins (seven coin set), but would be happy with just the four.

Rumor mill abuzz:

Per Mint survey, Kennedy anniversary sets

30.6mm gold coin containing nearly 3/4 oz, costing $1200-$1300 per coin, no more than 50,000
Clad set of various finishes containing P, D, S, W coins about $15.
Silver set of various finishes containing P, D, S, W coins about $100.

The gold coin would certainly be unique especially if it kept the face value of 50 cents. Not really sure if I'd buy it over the '14 proof Buff. Definitely yes on the clad and the silver anniversary set. Will go well with the RFK set I have.

This wold require new legislation. The other two options would not.

Well they are the ones that make the rules they can change them any time they want. Wave the "National Pride", "He Died for His Country" flags and any legislation will pass in no time. Kind of surprising the legislation was not finalized last year, but they probably want to create buzz and get us collectors on the edge of our seats.
