Indistinct detail around the eye, but considering that I will have to reconsider my opinion on the threepence, I have yet to invent an opinion as to why on this one. 
I have a '59 proof (without egg) two bob, and I have to admit in some areas, sharp detail is also lacking, although it is much better than the '58 issue. That suggests that new master dies had been prepared. I have spoken to Dave Allen (I.S. Wright) on this matter, and this is the advice I got from him.
I know that the pre decimal proofs were produced AFTER the issued for circulation coins had been struck. The master dies would have already had seen much use.
These comments may not necessarily apply to the '62 proofs.
