at which point is a NCLT coin considered low mintage? 20K? 10K? 5K?

I think it would need to be 5000 or less to be low mintage, even then if no one wants it that is to high.
Best example, all the NHL stuff from 2006 to 2009.
I believe there are less then 5000 people in Canada for any given theme.
Most of the time 50 to 75% of the NCLT are bought by dealers and flippers.

The 2010 'First Gold' $200 Gold Olympic coin had a mintage of 2010. Today you can still get it at list price - I've even seen it discounted just two weeks ago - priced below the $989 List. Being a bit 'high end', it's low mintage was still not enough to sell it out.

Most $200 coins(1/2 ounce pure gold)are now listing at $1200 at the mint - Which I think is over priced.
