possibly caused by a strike in the last stages of the die, perhaps? I thought those were extra metal on coins, and your last photo looks like Struck Through Grease,to a green horn like me!nice.

no those are die cracks 1999 is full of them in numerous places.the last pick is most likely grease,

It looks like 1999 was notorious for die chips everywhere. I did spot the Error #1947 (under the 9). It looks like the coin went on to get a few more die chips around the 99 before they caught it. Are the missing denticles from the same coin?
Your errors on the 99 are very similar to #1972 and #1803 Accumulations in Date, and Die Chip in last 9 of Date. That's one error packed coin!
