Most of the legend is missing but this coin does appear to be the Roman emperor Constantius II 307- 361 AD. It's from the Fallen Horseman series that was first issued in 348 AD. The obverse legends is DN CONSTANTIVS PF AVG and the reverse is FEL TEMP REPARTIO.

Your mintmark is RT, so your coin was minted in Rome in A.D. 352- 355. If you are familiar with the volumes of Roman Imperial Coinage, this one is RIC VIII Rome 272.
