Goldenes Mainz 1962 2000 Jahre - Gold Or Just A Decor Stamp?

Hello all! I have this medal here of sorts and was wondering if someone could shed some light on this. I found one of these fairly similar but it was in silver and didn't have a gold stamp on it. The frame that it is in is stamped 585 and I did a test on it and it was definitely a correct stamp. The problem is the coin inside of this. It was among a lot of 8 legitimate gold coins (a 20 Mark and a few others) so I'm not sure if this 989 stamp is a real one or just there for whatever reason. If anyone has any ideas what it could be I'd appreciate it. I've looked around and haven't found one exactly like it. The total weight of the item is 19 grams. Thank you for any help!

Good news - this medal does exist in Gold

Thank you I actually took it out to do a easy quick scratch test and it came back positive with the correct karat I am not going to risk scratching it to see if it's plated or not though. Thanks again for the help!!
