Not my speciality but I'm pretty sure its from Venice to bw specific. That should narrow it down.

Not Venice; the PAR ET P in the legend refers to the Duke of Parma and Piacenza. RAIN FA should make this Duke Ranuccio Farnese. The coins on this page are a good match for the coins with a reverse image of St Hilarius:

The coin looks cruder than other 9 soldi coins of Parma.
