bought this coin awhile ago before not knowing how to spot a cleaned coin.. its pretty harshly cleaned..

what would you guys grade it / is it worth anything?

Except for key dates all cleaned coins are hole fillers, every other years bullion value.

Try some acetone with an q tip.

Would grade this coin at least EF to bad about the cleaning IMO it is still worth at least $150.00.

High enough in grade that it would likely fetch about $65 on ebay despite the cleaning.
"Dipping" is not considered cleaning...

I pay more for a cleaned coin I can see and appreciate, than for a black coin I can't.(depends how it's cleaned of course) Looks like yours was cleaned a little too aggressively, but still above BV in my books

A problem coin is always what it is, buy the best grade you can afford, in this case try selling this coin openly as a cleaned coin.
