Several ancient and early mediaeval Indian states issued rectangular copper coins like this; I've seen things like this labelled as "Sunga" before, and 11 grams is a typical weight for an Indian coin-unit. Check out some of these zeno.ru pages.

Of course, it could just be a small copper ingot, or even an old balance weight from some now-unknown era. With no clear markings, I'm not sure if it will be possible to tell.

It's a worn out square copper Paisa from one of the Princely States. I have about 6 or so in my garbage box kicking around in various states of slickness. The one in the picture at 8 o'clock has remnants of the legend, too fragmentary to make out.
They often get thrown in to boost the weight or count on bulk lots. I'm surprised he managed to sell the thing.
