Probably a die crack in the die and the metal fills the crack during the pressing operation.

I have found this reverse mark on a MS coin off Heritage, pictured below.
Given how the mark is concentric to the outer perimeter of the die, my theory is..
When the die blank was machined, a lathe mark was left. When the reverse hub was impressed into the die, the mark was pushed into the devices, ie the wreath.
The mark was then removed from the fields when it was polished, and this is all that remains--maybe that's an explanation. Some lathe lines are listed in my Snow guides, but not this one.

Thanks DVCollector that would make sense. You can also see marks that look the same right up against the denticles.
