I have a question about luster, coins and grade. Some of the grading books I have say that a coin has to have full mint luster, or some mint luster etc., but I have seen slabbed coins that have almost no luster and are graded in mint state. Is this just pictures or is it different for all coins on how the luster is graded?

Some coins are minted with better luster than others. For example, there are some Morgan dollars that never had bright luster. It is the same for other series. This is taken into consideration when grading.

Luster, as with almost all other aspects of grading and numismatics as a whole, is hard concept to understand from print or online photos. It is best to view or experience in the flesh. I would suggest visiting a local dealer and examine several examples of "mint state" coins from various series. Also, I would take graded examples in slabs with a bit of salt as TPG's use different grading methods and are not constant nor static. Everyone has their own unique standards and diagnostic points when evaluating coins, it is an art that takes years or a lifetime to master.

poor luster will not drop a coins grade from ms to au. wear on the coin makes it AU. however it does affect the quality of the grade. a MS63 coin that is dull may have graded a 64 or 65 with bright luster and great eye appeal.
