Here is a coin I found in a bag of random foreign. I thought this coin was neat looking.

Did this coin get struck through an Obverse and Reverse Die Cap or is it normal?

The answer to your first part of the question is, that it is a one Baht coin from Thailand.
Bit hard to read the date, but maybe 2000.
As for the second part of the question, I wouldn't have a clue.

With the crisp line still visible on Rama's lapel and the steps on the back, I'm shying away from mint issues.

It looks like an acid bath or just heavy ware from washer or driveway.

also the Thailand y183 1 Baht (1986-2008) appears nickel in color yours seems bronze, is that just lighting?

Chemical erosion or severe environmental damage, either one will discolor cupronickel alloys.
