Hello all , I'm new and I would like to get a few answers from some experienced veterans.
question- could a 1991 penny have a mint error of a 1993 reverse? Just very curious.

Not likely. The 1993 die would not have even existed at the time. The opposite - a 1993 struck using an old die - is slightly possible, but all of the mint processes and such should prevent that.
