I recently came across this coin blank and I have research a lot without any definite success. The closest or my best guess so far is that it resembles a Swiss 5 Kronor. Thanks for everyone's help! The dimensions are as follows:

Diameter: 1.122 inches
Thickness Rim: 0.075 inches
Weight: 9.20 grams

Looks like a 5 Kronor alright, but it's neither a blank nor error, it's a coin that's been machined.
"Dipping" is not considered cleaning...
