G'day, coin community! I'd like your assistance in diagnosing my most recent cash register find - this awfully strange dateless cent. The obverse is obscured (to say the least) and appears to be either worn down to nonexistence through circulation or obliterated somehow in the striking process. However, the reverse of this coin appears to be a circus of memorial buildings at various rotary degrees with text stamped into every square centimeter of surface area!

I can see a clear "shelf" where another cent was struck on this planchet, as evidenced by the small overhang of metal on that side. Is this a rare & dramatic example of a "brokerage" error? Or is this merely the toyings of a man and a trusty pair of pliers? I'm not the expert - I'll let you decide.
