1954 Off-Centre Cut $1 Bill?

Hey guys, anybody know if this 1954 $1 bill is an error? I noticed that there was a lot of white border on the bottom of the bill and almost none on the top. On the back though, it wasn't as noticeable. I'm not sure if that is normal or if it was caused when the bill was being cut from the sheet. Any knowledge about it would be very helpful.

I think its within tolerances, but I'm no expert.

, in fact if I'm correct, with stamps and bills if the design doesn't fall off the edge its not an error and is less collectible cause centered is preffered.
