Hi...Take a look at the pictures of the Toonie in my new 2014 Royal Mint set I received today in the mail...Not very plain taking pictures through plastic..but as you can see they are obvious.
There can be no expectation of quality with these sets, unlike the 2010 and earlier sets, they are not struck specifically for collectors. Basically you send $24.95 to pay a $20 voluntary tax and the mint sends you $3.90 in change and charges $1.15 for slick packaging so that you'll feel your change is "special".
"Dipping" is not considered cleaning... -from PCGS website
Your plastic wrapped toonie is just a prime example of the plated steel crap being produced today.
I still buy the sets because I can get all the coins for the collection in one stop without wasting time trying to find a 'good' example of each coin from a roll or in circulation.
Just an update..The Royal Mint has just delivered me a NEW 2014 coin set..That shows how nicely they care about their customers..The old (first) set had what looked like a used toonie..as I looked at the newly delivered set, there looks to be a used loonie and a defective nickel in the plastic.....WOW..does it ever end.
